§ 6-23. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Owner , when applied to the proprietorship of a dog, means every person having a right of property in such dog, and every person who keeps or harbors such dog or has it in his care, and every person who permits such dog to remain in or about any premises occupied by him.

    Reasonable control means keeping a dog on suitable leash or under the oral control of the owner or custodian or some other person with the permission of the owner or custodian, in all cases other than while upon private property with permission of the property owner, or unless the dog is confined in a closed automobile or shipping receptacle.

    Kennel , when referenced in this Code, shall mean any single location whereupon three or more dogs are confined and kept for selling, boarding, breeding, leasing, sporting or training purposes, except a duly licensed pet shop. The maintenance of any such kennel must comply with the Zoning Ordinance of the Village of St. Charles.
