§ 38-167. Billing.

  • (a)

    Billings shall be paid at net until the 20th day after the last date of billing, thereafter ten percent of each bill shall be added thereto on each bill which is not paid before the 21st day after the date of billing. Failure to receive a water bill shall not be grounds for avoiding the additional ten-percent charge.

    (b)

    The department of public works shall give notice of the approximate date when the water meters are to be read in each district and each water meter shall be made available to the meter reader so that the reading can be taken and if the meter reader is unable to get to the meter in order to take the reading therefrom, he shall leave at such address, in a conspicuous place, a printed card which is printed in such a manner that anyone can mark thereon the reading as appears on their meter; and it shall be the duty of the property owner to mark the card so showing the actual reading on the meter and have the card so marked delivered to the village clerk on or before the fifth day of the month following the end of the quarter. If the owner fails, neglects or refuses to so deliver the reading to the village clerk, he shall be billed for a sum equal to the highest reading of his meter within 18 months prior thereto, and at the next meter reading the bill may be adjusted to the amount of water actually used, provided that the amount shall not be less than the minimum charge.
