§ 38-162. Ready-to-serve charge.

The owner or owners of each building or parcel of real estate which is connected to the water mains of the village with a service connection ready to be used shall pay to the department of public works of the village a readiness-to-serve charge for each service connection to the water mains, whether the water is turned on in the connection or not, which charge shall be in an amount as fixed by resolution of the village council from time to time.
